Windsurf vs Claude Code: Which One Should You Choose in 2026?

Windsurf vs Claude Code: Which One Should You Choose in 2026?

Checked September 26, 2026. USD, excluding tax. Based on published pricing pages, not a hands-on coding benchmark. Jet Admin publishes this comparison and competes with neither product.

Start with something we observed directly rather than a feature list. As of September 26, 2026, windsurf.com/pricing returns a permanent redirect to devin.ai/pricing — and Windsurf is not named anywhere on that destination page.

If you are evaluating Windsurf today, that is the first thing to establish: what you would actually be buying, and under which product name. We have set out what the Devin pricing page shows, but you should confirm Windsurf's current status and roadmap directly before committing a team to it.

What we found, and what it means

Cognition, the company behind the Devin agent, acquired Windsurf in 2025. The redirect we observed is consistent with Windsurf's commercial pages having been folded into Devin's. What we cannot tell you from a redirect alone is whether the Windsurf editor continues as a distinct product, is being merged, or is being retired.

Two details on the Devin pricing page are suggestive rather than conclusive: its free tier advertises "unlimited inline edits" and "unlimited Tab completions," which were hallmarks of the Windsurf editor experience.

What to do: ask Cognition directly whether Windsurf remains a supported standalone product, what happens to existing Windsurf subscriptions, and which roadmap your team would be joining. Treat any comparison article written before this change — including ones still describing Windsurf's own plan names — as out of date.

Where the costs actually diverge

At the free tier, Devin wins outright — there is a $0 plan with real quota, while Claude Code requires a paid Claude subscription. If you want to try an agentic coding tool without paying, Claude Code is not the option.

At the entry tier, they are level: $20 against $20 monthly, with Claude slightly cheaper at $17 if you commit annually.

At the high end, Claude Max starts at $100 against Devin Max at $200 — though the units differ so much that a direct comparison is unsafe. Claude sells a multiple of a baseline; Devin sells quota measured in messages whose cost varies by model and task.

For teams, the structures are not comparable. Devin charges a base $80 a month plus $40 per full dev seat; Claude charges $20 or $100 per seat billed annually. At ten developers that is $480 on Devin's structure against $200 on Claude Team Standard — but confirm what a "full dev seat" includes before treating that as settled.

What each one is

Claude Code is Anthropic's agent, running in the terminal and through IDE integrations, included with paid Claude subscriptions. Its allowance is shared with the rest of Claude, so heavy chat use and heavy coding use draw on the same budget.

Devin is Cognition's autonomous software agent, with a desktop app, CLI and cloud agents. Its free tier notes free use of SWE-2 Free in Devin Desktop and CLI through October 10, 2026 — a dated promotion, so check whether it still applies when you read this.

Which should you choose?

Resolve the product question first. If you specifically want the Windsurf editor, confirm with Cognition that it is still sold and supported as such. No pricing comparison is meaningful until you know which product you are buying.

Choose Claude Code if you already pay for Claude, if you want a terminal-first agent, or if per-seat team pricing at $20 suits a larger group. Test the weekly limit against a real sprint first.

Choose Devin if the free tier matters for evaluation, if you want an autonomous agent rather than an in-editor assistant, or if unlimited Tab completions and inline edits are central to how you work.

Where Jet Admin fits

Neither is an alternative to Jet Admin. Both produce code a developer reviews and maintains; Jet Admin builds a running application over a database or API you already have, with no codebase to own.

The narrow overlap is internal tooling, where the question worth asking is whether the output needs to be code at all. For product work, both agents are doing something an application platform does not attempt.

Frequently asked questions

Is Windsurf still available?

Its pricing page now redirects to devin.ai, and Windsurf is not named on that page. We could not establish its current standalone status from public pages, so confirm directly with Cognition before committing.

Does Claude Code have a free plan?

No. Claude Code is included on paid Claude plans only, starting at Pro — $17 a month billed annually, or $20 monthly.

Which is cheaper?

At $0 Devin wins, since it has a free tier and Claude Code does not. At the entry tier they are level at $20, or $17 for Claude billed annually. At the top, Claude Max starts at $100 against Devin Max at $200.

How is usage measured?

Devin varies cost per message by model, task size and reasoning required, with extra usage purchasable at API pricing. Claude uses a rolling five-hour window with weekly limits added on paid plans.

What does a Devin team plan cost?

$80 a month plus $40 a month per full dev seat, for up to 200 users. Confirm what counts as a full dev seat before budgeting.

Should I trust older Windsurf comparisons?

Treat them cautiously. Anything written before the pricing pages merged describes a commercial arrangement that has changed.

Establish the product before comparing the price

This is an unusual comparison in that the most valuable step is not a spreadsheet. Contact Cognition, establish what Windsurf is today and what happens to it, and only then price it against Claude Code. A cheaper plan on a product with an unclear future is not a saving.

If the work you keep pointing an agent at is an internal tool on data you already have, build that one in Jet Admin and compare it against the code either agent leaves you to maintain.

What is Jet Admin

Jet Admin is the AI app builder for turning your existing data into real business software — no code required. Describe what you need, and Jet's AI Builder instantly generates the app, connected to your live database or API, with role-based access and audit logs already built in.

Teams use it to build everything from admin panels and internal tools to CRMs, customer portals, and inventory systems — on the data they already have, with no per-seat fees and no migration required.
