This comparison has a complication that no feature table will surface. As of September 26, 2026, windsurf.com/pricing issues a permanent redirect to devin.ai/pricing, and Windsurf is not named anywhere on that page.

Cursor, by contrast, is straightforward: a standalone agentic IDE from Anysphere with published plans from free to enterprise. So the first task is not comparing features — it is establishing what the Windsurf side of this comparison currently is.

What we observed

Cognition, the company behind the Devin agent, acquired Windsurf in 2025. The redirect is consistent with Windsurf's commercial pages having been merged into Devin's. What a redirect cannot tell us is whether the Windsurf editor continues as a separate product, is being absorbed, or is being wound down.

One hint on the Devin page: its free tier advertises "unlimited inline edits" and "unlimited Tab completions" — capabilities closely associated with the Windsurf editor. That is suggestive, not conclusive.

Before choosing: ask Cognition whether Windsurf is still sold and supported standalone, what happens to existing subscriptions, and what the roadmap is. Any comparison written before this change is describing a commercial arrangement that no longer holds.

Where the money actually differs

Individually they are level — $20 a month each at the entry tier, with free tiers on both that allow real work.

For teams the structures diverge sharply. Cursor charges a flat $40 per user. Devin charges a base $80 a month plus $40 per full dev seat. At ten developers that is $400 on Cursor against $480 on Devin's structure — close, but the base fee means Devin is proportionally more expensive for small teams and the gap narrows as you grow. Confirm what a "full dev seat" covers before treating either figure as final.

At the top end, Devin publishes a $200 Max tier while Cursor keeps its heaviest individual usage inside the Individual plan's Pro/Pro+/Ultra split and reserves pooled usage for Enterprise.

What Cursor offers that is clearly documented

Because Cursor's product situation is stable, its feature set is easier to evaluate: Composer, MCPs, skills and hooks, cloud agents, and Bugbot for agentic code review on usage-based billing. Teams adds a marketplace for internal rules and plugins, shared-context cloud agents, usage analytics, team-wide privacy mode and SAML/OIDC SSO. Enterprise adds pooled usage, invoice/PO billing, SCIM, repository and model access controls, audit logs and an AI code tracking API.

That published depth is itself a point in Cursor's favour right now — not because the product is necessarily better, but because you can evaluate it against your requirements with confidence about what you are buying.

Which should you choose?

Choose Cursor if you want a product whose commercial status is unambiguous, if you need documented team governance, or if its agent workflow suits you. For a team making a multi-year tooling decision today, that certainty carries real weight.

Consider Devin if an autonomous agent rather than an in-editor assistant is what you actually want, and if its free tier and metering suit you. Go in knowing you are buying Devin, not Windsurf.

Do not choose Windsurf on the basis of an old review. Establish its current status first. That is the single most valuable thing you can do before spending anything.
