Submissions are capped per form, not pooled
This is the most consequential structural detail. If one form receives 3,000 submissions and twenty-four others receive none, you have exceeded the 1,000 limit on the busy form while 24,000 of your notional capacity sits unused.
Who it affects: anyone with one high-traffic form — a contact form, a lead form, an application. What to do: identify your busiest form and check its expected volume against 1,000 on Forms or 5,000 on Suite. That single number, not your total, decides your tier.
The entry price is high and there is no free plan
$99 a month is the starting point. Tally offers unlimited forms and submissions at no cost; Typeform, Tally and others provide free tiers for evaluation. Formstack does not.
What to do: be clear about which Formstack-specific capability justifies the difference. If it is documents, signatures or Salesforce, the case is real. If it is forms alone, it is difficult to defend.
Forms includes only one builder
A single builder seat on a $99 plan is restrictive for a team. Moving to three builders means Suite at $299 — a tripling of cost for two extra seats plus documents.
The gap between tiers is steep
